One the of the areas that brings the greatest amount of Court scrutiny in reports and affidavits, are the use of confidential informants (CI), cooperating defendants (CD), and sources of information (SOI). This training course will clearly define the differences between CI/CD/SOI and cover four main areas in working with CI/CD/SOI: (1) Selection and contracting- Just because they want to cooperate, should they be signed up? (2) Once they are signed up, what are your responsibilities in management and preservation of communications? What communications must be preserved? Preservation of communication between the CI/CD/SOI and target; communications between the handler and CI/CD/SOI; and communications amongst other team members about the CI/CD/SOI; (3) What are the best practices to meet your disclosure obligations? (4) Once you have utilized a CI/CD or SOI in an investigation, what are you continued obligations to support prosecution? What are your ongoing Brady disclosure obligations?
